Review Student bulling

Good Afternoon, I would like to lodge a complaint about an ass teacher who is bullying my sister's daughter at school, the teacher made her uncomfortable in most cases please can someone take this matter into consideration ASAP. coz now she is scared to go to school I try to reach out to them but no luck ..... should I report this to the district before its too late for her ....
