Question for Merseta - Head Office

My son has been working nearly 4 years at a company and now finds out they never registered him in the beginning and they not wanting to send him to qualify as a Spray painter for cars. Can he register himself and how much would it cost as he does not earn much and only had an increase once in the 4years. He has a family to support and is not able to do that at this stage and needs to qualify very urgently to enable him to earn a better salary. Can you please direct us in the right direction and give us advise. Txs Helen
