The Legislature considers and passes legislation on matters of provincial competence. Section 188 of the Constitution obligates the Legislature to involve citizens of its province in the formulation of laws and policies. This is done through calling for oral and written inputs at public hearings. When there is a bill or policy proposal the legislature advertises in print and electronic media. Citizens are encouraged to take part in public hearings to shape public policy. The Legislature has enhanced its processes of public involvement. Cluster Committees and Committees of the Legislature have created more opportunities for public involvement through targeting various areas in the Province at a time to hold public meetings where issues of service delivery are dealt with.
