Question for Post Office - Waterfall Mall

Why is there only 2 people working there? One with the vehicle licenses only does that and the other one does all the rest, but it takes her more than 15 minutes per customer? How long must I wait in line to pick up a parcel? I have been there twice now and had to leave after waiting half an hour.
