Question for FISCHER'S THE JEWELLERS-GREENACRES

I have a mantle chiming clock which iinhetited. On the dial is the name Fischers P.E. above which is a pair of crossed arrows pointing up. Could you please tell me more about it. There is an oval glass window below the dial through which the brass pendulum can be seen.
