Conventional painting is purely "cosmetic problem solving" that does not address the actual factors. Due to the permeability of water and diffusion of oxygen through layers of paint, the corrosion process continues, causing lack of adhesion, blistering and eventual disintegration. "Cosmetic" painting actually leaves the surface in a worse condition than before, as the detection of surface deposits and rust creep becomes impossible without a full mechanical and chemical stripping operation - an extremely costly exercise.
